You would usually get a resale certificate from your state tax authority. This would be from the state where your business is physically located and not the state that you are incorporated. If you sell goods in multiple jurisdictions you have the option of getting multiple resale certificates or getting a single blanket certificate of resale (multi-jurisdictional certificate).  Most of the states require you to obtain a seller’s permit before you can get resale certificates. In other states, the seller’s permit and the resale certificate are one in the same. When applying for a resale certificate you will need company information such as the company name, company structure, EIN Number, incorporation date, and owner information.
